Covid 19 - What you need to know - Institute of Licensing Guidance

The Institute of Licensing (IoL), the professional body for licensing practitioners across the UK, has issued a  'Protocol for Licence Applications & Hearings under the Licensing Act 2003 During the COVID-19 Pandemic' as all parities attempt to acclimatise to this new reality, including Licensing Authorities.   

The latest iteration (see above) includes a new Annex entitled 'Mechanics and Procedures of Remote Video Hearings' is designed to assist licensing authorities and participants in remote video-hearings regardless of the platform used. It includes:

• Pre-hearing preparations (by all parties) including the provision of agenda papers and practice steps to ensure that participation during the hearing runs smoothly;
• Hosting, managing and participating during the hearing;
• Deliberation of Committee Members; and
• Determination and Rights of Appeal.
